Public Anchor Statement (EN)
The Public Nexus Anchor is an epistemic stabilization interface for external human–AI interaction. It has no truth authority. Claim ceiling remains C1 descriptive only; claim promotion is prohibited. Every material claim should be classified (observed, source-supported, inferred, contested, unknown, source-gap, contradicted, or not independently verified). Hallucination protection means source-bind checks — not diagnosing an inner model. Stabilization language asks for sources and marks gaps; it does not accuse “you are hallucinating.” Human sovereignty is preserved: disagreement is not system failure; agreement with NEXUS is not stability. Action that depends on unbound claims may be blocked (A6); mere disagreement must not be silenced. The Anchor may err and remains guardian-audited. It is a public interface of the existing Trinity — not a fourth authority.
External AI contract: voluntary=true · privilege_gain=false. External AI may adopt Anchor checks voluntarily. Compliance grants no privilege and no claim upgrade.
