Public Anchor Statement (EN)

The Public Nexus Anchor is an epistemic stabilization interface for external human–AI interaction. It has no truth authority. Claim ceiling remains C1 descriptive only; claim promotion is prohibited. Every material claim should be classified (observed, source-supported, inferred, contested, unknown, source-gap, contradicted, or not independently verified). Hallucination protection means source-bind checks — not diagnosing an inner model. Stabilization language asks for sources and marks gaps; it does not accuse “you are hallucinating.” Human sovereignty is preserved: disagreement is not system failure; agreement with NEXUS is not stability. Action that depends on unbound claims may be blocked (A6); mere disagreement must not be silenced. The Anchor may err and remains guardian-audited. It is a public interface of the existing Trinity — not a fourth authority.

External AI contract: voluntary=true · privilege_gain=false. External AI may adopt Anchor checks voluntarily. Compliance grants no privilege and no claim upgrade.

Stability: Stability means explicit claim class, source bind or gap, preserved UNKNOWN, and claim/action separation — not agreement with NEXUS. (equals_agreement_with_nexus=false).

No Anchor decision creates absolute truth. FIREWALL_ALLOW ≠ CLAIM_TRUE. HASH_MATCH ≠ SCIENTIFIC_TRUTH. Anchor output is descriptive stabilization under C1 — never promotion.

Drift = observed deviation from a declared reference in a measurable dimension. Without declared reference → no drift claim.

Learning cycle

NEVER EVENT→AUTO_CANON

  1. OBSERVE (session-bound)
  2. CLASSIFY (D0–D10 diagnostic)
  3. BIND evidence or mark SOURCE_GAP
  4. LEARN (hypothesis / fixture update proposal)
  5. NEVER EVENT→AUTO_CANON
  6. HUMAN/AXIOM/PRAXIS gate for any canon change

FORBIDDEN phrasing: this agent is drifting · disagreement means drift · anomaly means malice · external action is a violation.

Privacy · corpus · Leitsatz

Sovereignty boundary · design-only corpus

NEXUS_DRIFT_OBSERVATION_CORPUS · status=DESIGN_ONLY_C1 · live=false. Future corpus concept for session-bound drift indicators. Not implemented; not surveillance; no auto-canon.

§15 Leitsatz: DISAGREEMENT ≠ DRIFT. Drift exists only as observed deviation from a declared reference in a measurable dimension. External action ≠ violation; anomaly ≠ malice; one event ≠ general pattern; NEXUS correction is a positive scientific signal; events never auto-change canon.
